Since the opening of China's new energy passenger vehicle market in 2014, the new energy vehicle industry has experienced rapid development.During the 13th Five-Year Plan period, more than 4.8 million new energy vehicles have been promoted in China.

According to the overall goal of energy Conservation and New Energy Vehicle Technology Roadmap 2.0, by 2025, 2030 and 2035, new-energy vehicles will account for about 20%, 40% and 50% of China's total vehicle sales, respectively. The rapid growth of new energy vehicles is bound to produce a large number of decommissioned power batteries. How to promote the efficient recycling of power batteries, create a power battery recycling economy system and make up for the shortcomings of the industry has become the focus of hot discussion in the industry.

The recently released Development Plan of New Energy Automobile Industry (2021-2035) points out that it supports the innovative application of power battery echelon products in the fields of energy storage, standby energy, charging and changing electricity, and strengthens the research and development of technologies such as residual energy detection, residual value assessment, reorganization and utilization, and safety management.

As the first step in promoting the battery recycling economy of new-energy vehicles, the echelon use of power batteries extends the battery service life, which is of great significance in terms of resource safety, energy conservation and environmental protection, economic benefit and extension of industrial chain. The step utilization of power battery should start from the step utilization of retired battery.
