Suggestions have been received to support the large-scale use of lithium iron phosphate batteries in communication base stations to store energy and boost the high-quality development of 5G.For the sake of development and reform, my reply is as follows:
As an important part of new infrastructure construction, 5G has great potential in stabilizing investment, promoting consumption, helping upgrade and cultivating new drivers of growth.Promoting the use of lithium iron phosphate energy storage batteries in communication base stations has positive significance for promoting the green and high-quality development of communication industry.
Focus on industrial layout, technical level, resource utilization, environmental protection, safety requirements and other aspects of the establishment of industrial baselines.Lithium ion battery projects with simple capacity expansion and low technical level (including supporting projects) shall be strictly controlled to prevent blind capacity expansion.We will guide power battery manufacturers to gather in parks such as demonstration bases for new industrialization, encourage key enterprises to expand production scale, strengthen upstream and downstream cooperation, and achieve intensive development.In 2018, the Development and Reform Commission issued the Regulations on Investment Management in the Automotive Industry, encouraging power battery manufacturers to increase investment in RESEARCH and development, improve product technical indicators, and promote the restructuring of power battery products and the optimization of their production capacity layout.In 2020, the Ministry issued the Industrial Standard Conditions for Comprehensive Utilization of Used Power Batteries of New Energy Vehicles and the Interim Measures for Management (2019 edition), detailing the enterprise capability requirements for cascade utilization of power batteries, and encouraging the cascade utilization of retired power batteries in the field of base station power backup.
We will promote technological upgrading in the communications industry.In order to promote the elimination of energy-consuming old equipment and improve the energy conservation and consumption reduction level of the communication industry, the Ministry has compiled and issued two sets of guidance Catalogue for the elimination of Energy-consuming old communication Equipment and Guidance Catalogue for the Energy Conservation Technology of the Communication Industry to guide telecommunication enterprises to accelerate the elimination of energy-consuming base station power supply equipment.Together with relevant departments, we will support the 5G industry chain in technological innovation, strengthen the promotion and application of new technologies such as dynamic energy saving of base station equipment, and further reduce the energy consumption of 5G base stations.At the same time, we will guide local governments to introduce policies to support the location of 5G base stations, open up public resources, reduce 5G electricity costs and speed up 5G network construction.
